Charles Arnett Stevens
Mr. Stevens is going to die.
The California Supreme Court rejected several of Stevens’ appeals – including that he didn’t have enough african-americans on his jury, that the special circumstance of lying in wait is too close to premeditation and shouldn’t exist, and a few other technical legal appeals.
Charles Arnett Stevens was 20 years old in 1989, as he stalked Oaklands’ streets looking for victims. He is responsible for murdering Leslie Ann Noyer, Lori Anne Rochon, Laquann Sloan and Raymond August with close-range shots from a semi-automatic handgun. He attempted to kill Karen Alice Anderson, Janell Lee, Julia Peters, Paul Fenn, Upendra de Silva and Rodney Stokes.
Authorities at the time and during his 1993 trial described him as an “urban hunter” and a “recreational killer.”

I was the foreman on that jury. Couldn’t have asked for more compelling evidence than we saw. The race angle meant nothing at all to us. Many of his victims were non-whites, including three of the four murdered, so I don’t know what race meant to him then. He is a stone cold killer who sat there smirking through most of the proceedings. 14 years later he’s getting his day in court and more power to him. Soon it will all run out.

The ones who don’t show remorse are the worst. I can understand someone killing someone else in the heat of passion, out of a fit of rage.
To be able to sit and wait for a vulnerable person to walk by…and strike from hiding…

Thank god this guy is to stupid to be able to actually kill all of his victims. He should have fun in hell while satan himself shoots at him over and over again but since he’s in Hell he can’t die just suffer sever pain, hopefully he’ll get shot in the crotch first!!!!
Well, it wasn’t stupidity that kept him from killing more people. He certainly tried hard enough. He typically fired several shots into each car but it’s not as easy to hit a moving target as video games make it seem. The survivors were just lucky. Two of the dead were killed in ambush as they stood on the street.
Recreational Killer seems more appropriate unless he was eating his kill.
Maybe he just had a bad childhood. Perhaps he didn’t get a bike on his 3rd birthday. I blame his mother.
Then again, it could be Sten’s fault.
