After hitting the bars with the girl’s brother, he spent the night at their house.
After everyone in the house was asleep, Donald Matis crept up to the girl, pulled down her pants and raped her.
People like this will repeat these offenses until they are unable to repeat these offenses.
How should they be stopped?
