Frank McCowan’s ugliness goes right down to the bone.
Frank is no stranger to the law, having being arrested in 2005 on the charge of sexually assaulting an at-risk adult and being placed on the sex offender registry as a result. Still, society can’t keep people locked up forever, so Frank was free to walk around and make friends on the streets of Boulder, Colorado.
On the 9th of March, 2008, 55-year-old Frank McCowan walked over to the outside patio of the Old Chicago located in the Pearl Street Mall.
On that patio, enjoying some delicious Old Chicago food, was a mother, some friends of hers and her 5-year-old boy.
Frank McCowan struck up some small talk with the group, talking to them about things like sports, and how their food was, and how cute the 5-year-old boy was.
“That’s a cute kid,” said Frank.
“Thanks!” said everyone.
Everyone finished their dinner, and the mother went to the bathroom at about 6:40 in the evening.
Frank McCowan, who should have been warned off with a look and a curt word, asked the little boy – who was wearing those skate shoes – if he wanted to go and skate around the mall for a while.
Interestingly, none of these “friends” of the mother and her boy said anything when the five-year-old wandered off with Mr. Pedophile Kidnapper Guy here. No, no, perfectly normal, happens all the time. Hey, he’s a sports fan, it must be OK.
Well, the boy’s mother came out of the bathroom and didn’t see her son anywhere. Uh-oh! None of her friends knew where the boy was either. Uh-oh!
The police were called, as the mother and her friends rushed out the door in search of the missing 5-year-old. Police arrived on the scene just after the boy was found. The 5-year-old had been in the process of being herded by Frank McCowan towards a group of his homeless buddies, who were all undoubtedly skating aficionados.
The mother and her friends took the unharmed 5-year-old back from the homeless skating aficionado group and expressed their annoyance with Frank McCowan and his buddies. The verbal altercation between the two groups led to chest-beating, and moments after the cops showed up, Frank’s 25-year-old friend named Walter Chalco-Paramachi put on an amazing display of martial arts for the crowd – which resulted in the cops giving him a good, solid tasering.
Frank McCowan was charged with attempted kidnapping.

Well, this one is actually little funny, because nothing bad happened, the kid will grow up normal, and because of the RANK incompetence of everyone except the mother.
I wonder if this was some kind of misunderstanding. I mean, the sex offender thing is suspicious, but this guy was convicted of assaulting an “at-risk adult,” not a five-year-old. Big difference there.
Still, I doubt the group of homeless buddies just wanted to hang out with a 5-year-old. I just can’t see their intent as being benign.

While the law does not allow much to be done to this POS, society must change the laws so that such POS can be kept somewhere other than the resorts that some of our prisons have become
Amen, Fred! These freaks do bad things all the time, they are COMPULSIVE and incurable…just because “nothing happened” this time doesn’t mean it wasn’t a distinct possibility- thank God the kid’s mom returned…I wonder how much her friends had been drinking to be so careless. I would have bitch-slapped the lot of them for letting that child out of their sight! Otherwise- wow, I sure would have LOOOOVED to see that “martial arts expert” got tasered, now THAT’s entertainment !!

What exactly is an ‘at-risk adult’?
I would interpret that to mean an adult with the mentality of a child. Which could very well be what this POS is attracted to.
I could be wrong. Does anyone know what an ‘at risk adult’ is?

“At risk” adults, like “at risk” children, are those who have reduced or impaired mental (or physical, or both) functions resulting in behavior that would place them in a higher risk category than a “normal” child or adult. MEANING they are at risk for exploitation or abuse because of cognitive or physical dysfunction or impairment= at risk to be kidnapped by someone who shouldn’t be allowed to be out in public because of anti-social personality disorders. But now our society says everything is “relative” and it’s OK for freaks like this to solicit 5 year olds for a little “company”.

For example, 2 years ago a little girl in my oldest boy’s GATE (gifted and talented education program) spent a lot of time at my house. Her single mother and she lived in a motel, and she was very intelligent. But, she was very needy. Her mother often asked to have her spend the night while she stayed out all night on ‘dates’. I really liked her, and she was a joy to be around. At the same time, she was very needy, and I thought she was very vulnerable to being abused/molested. She knew a bit more about anatomy than I thought she should at the time.
So, could the at-risk child also mean one who is not mentally more disadvantaged than a ‘normal’ child, and simply be one who has been put in situations by the adults in their life that could be dangerous for them? Or would that not be considered? Is there a standard definition of an ‘at risk child’?
I’m also curious if a person who’d been convicted of abusing an at-risk adult also be attracted to much younger children because of the developmental age rather than the physical age?
You seem to know a lot about some of these things. Was this girl not molested because the POS wasn’t attracted to little girls, or was it because he and his friends just hadn’t had enough time to pull it off? If someone was attracted to ‘at risk adults’, would they also be attracted to non at risk adults?

One of the standard criteria for assessing whether or not a child’s behaviors are indeed significant enough to warrant consideration as being pathological is knowledge of sexually related information beyond normative expectations for the age of the child; or innapropriate touching/or attempted sexual contact with adults, other children, or particularly, observed sexual contact with other children of an appreciable (2-3 yrs?) age difference from the child whose behavior is evaluated. Sexually agressive individuals (adults, youth, children) are just that- sexually agressive, and will generally respond to situations as circumstances allow. A responsible, mature adult, or even another child who has been taught appropriate physical boundary definitions, will calmly and discreetly redirect the child’s behavior without shaming the child, and bring attention to the behavior at an appropriate time. (Right then if possible, if not , as soon as competent counselor or parent/parent surrogate can be present, preferably a combination of both) An individual with predatory inclinations will likely act out whatever intentions the circumstances allow. In other words, the kid in Boulder was very fortunate that something (mom coming back) interrupted the completion of of the predator’s likely intentional trajectory. (Again, mostly textbook regurgitation- but I agree) As far as the attraction issues, this goes beyond compulsion to paraphilia- an objectified person or thing takes the place of the normative subject of the predator’s sexual interest. This could be a young person, old person, child, shoe, ferret, sheep, etc.- you get my drift. Instead of affection and generative love, the object is used for gratification of desire, then discarded or abandoned. The obsessive component is again evident, as this can only be a destructive as opposed to generative relationship. Bigfoot
PS Perception of risk/risk factor can be in the eye of the beholder. Any objectified foal point could be a target of sexual agression. Again, person, fetish, whatever.

Sorry Meaghan, but I havta disagree on this one. Any POS that tried to “accidentally” walk off with one of my kids (or someone else’s, as opposed to the standard of this ladies’ dimwitted self-centered braindead friends.) would find himself standing there wondering why:
A.) I am making such a frowny face, and
B.) I am holding his detached scrotal sack in my hand.
