Certainly there's poor judgment involved here, but these aren't bad people. I'm not sure what the percentage of nuisance offenders is in the sex-offender registry compared to the percentage of violent, dangerous criminals, but, with VERY rare exceptions, it's true that rehabilitation just isn't possible in the latter circumstance.
