Victor Lesley Urquhart and Robbie Sebastian Wheeler
These two good looking men are Victor Lesley Urquhart, 46 and Robbie Sebastian Wheeler, 43.
They are pure, unadulterated evil.
They met in Perth, Western Australia through a mutual friend : their drug dealer. Both were social misfits with a history of being abused as children. Both struggled with their sexuality, had drug convictions, and had been through a series of abusive relationships.
It was almost as if they had been made for each other. A perfect match. It was love at first sight and it was not long before they consummated their relationship.
Wheeler harboured sick fantasies about abducting and raping children. And Urquhart, who was chronically submissive, was more than happy to give his lover whatever it was he desired.
In August 2005, they put their well thought out plan into action when they abducted a 14 year old boy off the street in the Perth suburb of Kelmscott.
They had watched him through a peep hole inside a train station toilet cubicle at the Kelmscott train station, before following him.
They approached him and before he could react, a hand was clamped over his mouth and he was dragged into their home.
He was kept there for 20 days and 20 nights, handcuffed and tied to a bed, and made to watch gay pornographic videos, was drugged and sexually assulted.
His ordeal ended only when real estate agent, who witnessed Wheeler talking to the boy, picked him out of a photo identification board and police raided the house he was being held prisoner in.
During a search of the house, the police found the boy tied up in the bed with Urquhart. They also found a dildo and carrots that the boy was forced to use on himself, rope, handcuffs, gaffer tape and newspaper clippings of the boys disappearance.
Urquhart, who is HIV positive and used no protection while raping the boy, said the child was lured to their house with the promise of a new Playstation.
Documents found at the house and shown to the jury during their trial included details of how the pair planned to go cruising and pick up a straight boy – “the younger, the better.” – and drugging them before they were handcuffed.
Some of he notes made by Wheeler and Urquhart included the following:
1.The younger they are the shorter we’ll keep them, unless we snag a homeless one.
2.When we finish with them, we want to get rid of them, start doing some snuff and damage them.
3.Make sure we find a safe place to dump them.
4. And, “wont acid take care of the body so its just bones?”
They pled guilty to 27 charges between them, but pled not guilty to plotting to kill. They were sentenced on May 25th 2007 in the Western Australian District Court to more than 20 years each for their crimes.
They were convicted of plotting to murder, kidnapping and sexual assault.
As if a mere 20 odd years wasn’t enough of a slap in the face to their victim and his family, the partners in crime have been housed together at Hakea Prison, Western Australia.
They get to spend up to 10 hours a day together behind bars, sometimes unsupervised. They have been separated from the mainstream prison population for their own safety. After all, everyone hates rock spiders.
On August 17th 2008, Wheeler fronted the Court of Appeals claiming that his “excessive” sentence did not take into account the sexual abuse he had suffered as a child, and that the punishment was too severe for the crime.
But the W.A Supreme Court dismissed his appeal.
“I accept that the total sentence in this case was very severe,” Justice Christopher Steytler said “However, the circumstances of the case are truely exceptional.”
Psychological and Psychiatric reports prepared for the appeal said Wheeler was a borderline psychopath with a high risk of reoffending.
Wheeler will be eligible for parole after serving 21 years and 8 months.
Urqhart will be eligible for parole after serving 18 years and 7 months.

What a TOTAL disregard for life these 2! HOW sick do you have to be to do that to a CHILD! That POOR KID! Who knows he probably has HIV TOO and if so well then they should BOTH get a “tempted murder” charge added! STRAIGHT TO HELL and don’t pass GO for these sick FREAKS!
You know, i read peoples comments about how pathetic the laws in their neck of the woods are. Try living in Australia where you can kidnap,rape and plot to kill a child and be out to do it again in 20 years. Australian sentencing standards are weak. And generally, if your a good little inmate you can be out in two thirds of your sentence.
I completely agree Amy!! I’m from Australia and I find that most of the cases here are sentenced far too lightly, like those two from the Northern Territory who left their foster child to die? I’ll be interested to see whether they are done on murder charges.
It’s very rare that you hear of life without parole here, and without the death penalty in Oz it’s something that these people deserve.

There is an coroners inquest into her death going on now. They interviewed my mum the other day about Lyn’s ( Deborah’s mother) involvement with her daughter. It all goes back to court in late April/early May. But Toni and Denise are off the hook. Pathetic!!!

And i agree that the death penalty needs to be on the table here in Oz. Every crim knows they will get a piss weak sentence and so there is no incentive to stay out of trouble.

The truth is that so many governments are afraid of violating international “human rights” laws that they’re ignoring the HUMAN RIGHTS of the VICTIMS.
These men are scum, and deserve no protection. I think that people this evil lose their “human rights” when they consciously decide to commit an act as evil as this one.
I’m kind of worried now that Australia has been exposed for their lack of due punishment for horrific crimes.
What kind of message is this going to send out to criminals?

Atleast they got 20 years, I mean the judge can’t give any more than that as it was the maximum. As you would now, most of the time they don’t get anywhere near the maximum. The problem is sentencing laws need to be much harsher here. I believe we should bring back the death penalty for all of our scum.

the child may have been sentenced to death – a cruel and inhumae death should he conteact AIDS. If the child becomes HIV positive, he can NOT have a normal life with those he cares about and will come to care about.

I’m from Canada and we have a trial going on currently with a man being charged for knowingly having unprotected sex while HIV positive.
There should be some sorted of attempted murder charge. Especially with a note questioning if acid will destroy the body???? The fact that these two get a sentece together and may one day be released in to the world, is a sad statement about the Aussie justice system.

Hopefully, he was fortunate enough not to have contracted HIV… But it’s so likely if he was repeatedly raped. I agree, there should be extra charges for something like that. There are so many stores of the Sentencing Guidelines letting people down here in Oz. A relative of my ex digitally and orally raped his 6 yr old step daughter, and he got a measly 2 and a half years in Casuriana. The last 6 months he spent at a Prison Farm where your basically having a holiday. 12 years later, the girls is 18,annorexic, fucked up bad on drugs and turning tricks to pay for her habit. And he gets to move on and leave the past behind him. Australia need to pull its socks up and start dealing out some real justice, because their efforts to date are piss poor.

Those assholes are stuck in prison for 20 years, it IS their deah sentences, but I still disagree with the time too, but they will be dead before they leave, no one lasts up to 60 in prison. In fact, I wouldn’t be suprised if they are dead right now

Did they test the boy immediately afterwards to see if he was HIV positive? If he was, they could prescribe him a cocktail of drugs that would lessen the chance he’d get AIDS. This info is probably not available to the public, though. Also, why was Wheeler’s picture on a photo ID board? Had he been in trouble before for sexual crimes? Here in USA we have Megan’s Law, where people convicted of sexual predatory crimes are listed and available to the public on websites and elsewhere–do they have something similar in Austraila?
I’m suprised the one didn’t get charged with attempted murder. They should be locked up forever–once a pedophile, always a pedophile–these people don’t change.
There is a sexual offender list, but it is not available to the public for fear of vigilante style behaviour. So there could be a pedophile living right next door to me, and i have no way of knowing. I am very overpretective of my children for this reason. They are not to go walking in public alone. They must have at least one friend with them. They have to stick to the main roads in town where there is more visibility. They haemobile phones, so that if they are out and get onto rouble, they can ring or txt me and it has the added benefit of being able to track where thy are by the phone towers.
They have all done boxing, and self protective behaviour workshops.
And yet still i know that if someone is intent on taking them, then a phone and some boxing lessons wont stop that from happening. Its a scary thing.
As for the HIV…i assume they would have tested him asap and will continue to test him for a few years.
Kathy, they do have that kind of board here. I just cannot find one at the moment. As for the HIV, he was tested not long after he was removed from the house, he is tested every 6-12 months and will be until he is 21.

That’s just… sick. I don’t care if you’re sexually attracted to children, even children of the same sex, but violating every right someone has like that is absolutely disgusting. Rape is the worst crime out there, and this goes far beyond mere rape. And only twenty years for that… ? It’s just wrong.
Im not sure why they were not charged with deprivation of liberty on top of the rape and planning to kill charges. That can bring aother eight years. the trouble is, they would have gotten to serve the sentences consecutivly(? not sure of the spelling). So while they would get 20 years and then another eight it would all be served within the 20 years. SUX!!! SUX BAD!!!

Jalmino, we use this site as a forum to warn others about scum like Urqhaurt and Wheeler. I personally wrote this story, and although i knew the name of the boy in question( im a Perth ga), I decided not to use his name in the story. I figured that not everyone that knows him knows about his ordeal and that it was not my place to put his name up on the internet for the whole world to see. And i wish you had not posted his name.
I did not mean to embarrass or upset him, or any of his family or friends in any way. I apologise if this has dragged up sad memories for him. But whether here, or on some other site, people are going to talk about these monsters.

As a survivour of a violent rape myself, i would never deliberately hurt someone who has had a similar experience. So i give you my heart felt apology and will strive to always keep in mind the feelings of the victims in any future stories i write. I hope that is enough…

NO, thankyou for being so understanding. I know the Kelmcott area very well as my childrens Aunts and Uncles raise their kids there. I used to live North of the River in Nollamara but have since moved down south between Perth and Albany.
I wrote this story for two reasons, one being that it was so close to home. You read about stuff like this happening in other places, but when it happens so close to your own town or suburb it really knocks you. I also feel VERY strongly about abuse against children. When i did the research for this story it occured to me that my own son is not much younger than Blake was when this happened. At 13, he is a big kid. Not chubby big…but solid. He does weights and is on the track team at school. He is a smart kid and i have always taught all my kids to be aware of strangers and have educated them on self protective behaviours. But he thinks he is untouchable and that i worry too much. ( its a mum thing) and it scares me to think that something like this could happen to my children.
it’s not a problem for me to be understanding. Tell your son that Blake was a pretty solid boy at the time too, heck, I can fight bloody good, but I understand ANYTHING could happen to me. You don’t worry too much, after that, he couldn’t say you worry too much.
I wish there was a way to know if the boy was lucky enough to have stayed HIV negative. If he popped positive because of that Ahole! They need to have additional time added to thier sentences (Which I think are still FAR FAR too short!)
