Laramie County District Attorney Scott Homar

homar-scottAs I sit down and prepare to write this story, I find myself confused. I’m comfortable with the idea that Glendol Bush is hellworthy, there’s no doubt in my mind there. Well, you know what, let me tell you the whole story, and maybe you will understand my dilemma.

Glendol Bush recently became a father, usually a cause for celebration, except that in this case the mother of Glendol’s new daughter is only 15 years old. Since Glendol T. Bush is 44 years old, the girl’s mother and the state of Wyoming took a dim view of the relationship, especially after it was revealed by the teenager that Bush had been having sexual intercourse with her since age 13.

The girl told investigators Bush had sexual intercourse with her approximately 100 times, according to court documents, and she gave birth to a child in February 2008.

When the girl’s mother confronted Bush about the allegations, he admitted the newborn child was his, according to court documents, and that “he felt he had done nothing wrong and did not feel he should go to jail for fathering the baby.”

Fortunately, the laws in the State of Wyoming do not agree with Mr. Bush’s assessment of the situation, and he was arrested and charged with 5 counts of second-degree sexual assault using a position of authority, a fancy way of saying he was somehow in charge of her (I couldn’t find out in what way) and used this position to raped her by intimidation. He faced 130 years in prison and, with the admission he made to the girls mother and the baby’s DNA on top of the girl’s own testimony, it appeared that no one was going to have to worry about Glendol Bush sexually abusing their child ever again.

i-is-workin-wat-u-wantEnter Laramie County District Attorney Scott Homar.

For some reason, Mr Homar wasn’t feeling quite as confident as everyone else was about the chances of conviction. He offered Glendol a plea deal which Bush’s lawyer, Carol Serelson, quickly accepted. In this deal, Bush agreed to plead guilty in exchange for the State dropping 3 of the 5 counts against him. So instead of the 130 years Bush was facing, he was sentence to only 40. I say ‘only’ because under state guidelines he will be eligible for parole in 15 years.

Now I was pretty pissed off at Laramie County District Attorney Scott Homar. How could he offer a sweetheart deal like this one to a child molester with the evidence he had? I decided to take another look at the evidence, just to be sure I wasn’t crazy.

There no argument Glendol Bush fathered the baby;the DNA confirms that, and he admits it. He also admits the affair with the young girl. Even if the 15 year old victim isn’t very sweet or refined, that doesn’t change the fact that she was THIRTEEN when he began forcing her to have sex with him.

Ah, the parents. Where were Mom and Dad During the year or so this guy was banging their daughter, right? I’m sure that’s the question that’s coming up in many people’s minds, and possibly in Laramie County District Attorney Scott Homar’s mind too.

Well, I think that’s pure unadulterated bullshit. A child should be safe to leave the home and not have to worry about the like of Glendol Bush accosting them. And a Mom and Dad shouldn’t have to worry about being labeled a shitty parent every time someone like that does.

I ran across some information about Rush that might make a scared 13-year-old kid even more afraid to tell. Information the newspaper articles didn’t mention, but Laramie County District Attorney Scott Homar had easy access to.

David Bush, Glendol’s Half-Brother, was tried and convicted of the murder of his wife, Lynn Bush in 1990. Although her body was never found, police found enough DNA evidence to have her declared dead and to prove she was murdered. David Bush thought he had pulled off the perfect crime and loved to brag, which ended up being his downfall. Also, he stabbed his wife to death and cut her in two in front of his three year old daughter, who remembered all of it during counseling sessions her grandparents sent her to after she began showing signs of Post Traumatic Stress Disorder (Who wouldn’t? God help that poor kid. She’s 18 now and reportedly doing well.).

This trial was a HUGE deal in Wyoming in 2007, right about the time the molestation first began. Well, one of the defenses Dave’s lawyers used was that Glendol, who had escaped from prison at the time of the murder, was the real killer. It was a long shot, and the judge eventually disallowed the entire scenario, but I can see how between his brother being a convicted murderer and he himself being accused, he would have been a pretty scary dude in the eyes of a thirteen-year-old girl.

So here lies my dilemma. Glendol Bush is worthy of a vote, but how about Laramie County District Attorney Scott Homar? I don’t, as a rule, find enough fault in an honest Law Enforcement official (and there’s no reason to believe he is anything but honest) to even consider him for a story like this, but I think if he isn’t hellworthy, he’s at least worth an honorable mention. I mean, he did make a deal with the devil, so to speak, and that cost Doctor Faust and many like him their souls. I put it to all of you, my friends, does Laramie County District Attorney Scott Homar deserve to join Glendol Bush in Hell? If anything I’m hoping it will make for good discussion.

A big thank you to Kathy for bringing this story to my attention. Way to go kid.

We have a signed confession… DNA… Over 100 Counts of Gross Sexual Imposition and Child Molesting at a minimum…. DA takes the easy road so he can get home to a game of Ass Pond Fishing with his husband….

Now I know this ain’t Broke Back Mountain, but it’s sure seemin’ like it is….

Is ther eany relation to George W. here?

    2. Karen says:

Great write up, Max. Living in Laramie County I get to hear a lot of stuff Homar does, and doesn’t do. In my opinion, I can’t ever see where extenuating circumstances would preclude the harshest sentence possible for a chimo, or any other sick, victimizing, POS. It happens all too often around here where perps get away with some fairly lenient sentences. Not all of them take that and improve thier lives the relatively short time they’re in prison.
I see your dilemma… Yeah, Homar went through the motions of getting a conviction, got Bush into prison for a bit. Was justice truly served? I’m not feeling it.
Are we, as Americans, willing to settle for less and less, blaming ballooning caseloads for shoddy work on seriously heinous crimes?
I don’t know how Scott Homar sleeps at night, I think he’s already sold out to the devil.

      • Max The Cat says:

Thanks Karen. I thought about including something mentioning caseloads and overworked prosecutors, but I would have been making assumptions. I really didn’t know.
About the David Bush case; do you remember that? It sounds like it was a really big deal in Wyoming. I have the right Glendol Bush, didn’t I (How many can there be? LoL)? Boy, David was a much bigger creep then Glenny, no matter what the case. Stabs his wife and chops her in half in front of the little kid? Cold blooded man…

        • Karen says:

It was a big deal with David Bush. So help me I truly cringe living here, at times, this state is full of some nuts. (yeah…. I might resemble that remark, although not in a real sick way) Thankfully I never knew these guys, but this family puts the fun in funked up.

          • Max The Cat says:

I don’t know Karen, I think it’s the same all over. Evil is evil. I live in a little State like Connecticut, and we’ve had a full blown serial killer, Michael Ross (really, Ross, I swear). He killed raped and murdered 8 women, 6 in CT and 2 in NY State back in the 1970’s (I think).
I found some court documents concerning David Ross’ Appeal with very detailed testimony about what the little daughter saw. Dave punched his ticket for hell that night, I shit you not, not just for what he did but for doing it so the little one could see. Can you imagine the nightmares this kid must have had, and probably is still having?

      • Marine Mom says:

Has anyone checked the DA’s computers (work and home) for kiddie porn?!?!?! WHAT THE HELL!!!!!

    3. Mia says:

I’m certainly not saying, by any stretch of the imagination, that it’s okay for an adult to have sex with someone underage. However (man the guns) . . . is she saying that she was raped? Coerced? Intimidated? If she’s saying that it was consensual, that might be one of the reasons why he was offered the “sweetheart” deal.

I hate to be the devil’s advocate here, but it’s naive to think that just because someone is under the age of 18, they’re asexual and oh so innocent. (I certainly wasn’t. I remember being intensely curious about sex and more than willing to give it a try as early as 9 or 10 years old. That *is* when puberty starts for most girls in the Western world. For lack of options, I had to wait until I was all of 14. However, I knew kids in **Middle School** who were having sex. So it seems very blinders-on when people go on about innocent and unaware teens and preteens. No one I knew was even remotely oblivious about the process. The biggest issue was getting condoms. Please don’t crucify me with nails that are too big . . .)

Now, even if she was the Hussy of all Hussydom who put it out there like it was on sale, it’s still not okay that he had sex with her. According to the laws of our country, that’s a no-no, and to leave in a decent society, them’s the rules that gotta be obeyed.

If it comes out that he raped her or hurt her or intimidated her, then yeah, the DA should get crispy-fried right along with him. Also, getting her preggo was completely stupid, but that’s beside the point.

I’m willing to consider that the DA knows some details about the relationship that we don’t. I’d like to hear direct testimony from her on this matter. Glendol Bush is still a sick fuck, but I’m not condemning the DA until more details come to light.

      • Karen says:

I was no angel either, at age 14, but a 44 year old man has absolutely NO business getting into a 13 year old girls’ business. Holy cow I know I was a mess at age 14, and looking back at the decisions I made, I can’t convince myself that they were sound. That’s why adults around children should have “responsibly sound decision-making skills”. These Bush “boys” are bad, bad news around here. The only ‘relationship’ here in this case was a very sick one.
        (No nails intended)

        • Mia says:

None taken – I’m never sure when this group is going to be a powder keg, so I was prepping myself for that. If you have previous knowledge of the Bush boys though and you think the DA is giving him a reach-around, then by all means, the DA should share Bush’s punishment.

I wish more adults did have reasonably sound decision-making skills when it comes to kids. However, this site is a testimony to some of those “skills” (skillz?) I mean, where *were* her parents?

That’s just one of the wonky things about this case. Again, I really hope that at some point, we hear her testimony. I’d also like to knows what her parents have to say. (I figure the baby is saying “WTF?!”)

      • Mazzi says:

The fact is though that legally a child under the age of _____ (differs by state) has no legal right to give “consent”. Period. So, even if she did a full striptease pole-dance in front of him, it cannot be considered consensual.

When it sucks for the guy is when the precocious kid LOOKS older than ______ age, and SAYS she is over _____. There are some cases where this happens. That’s why it is so freaking important for men to verify that the young woman is really legal – even if it means checking her drivers license, or asking her Mama.

Anyway – there is no way that a 41 year old man and a 13 year old girl could ever be considered OK. I might have sympathy for a 19 year old guy if the girl was particularly mature, but no way for this guy who is old enough to be her grandfather.

He should, at least, have PERVERT tattooed across his forehead in big red letters.

        • Mia says:

Oh no, I don’t consider it okay at all. (And I think it’s equally important for women to make sure that the young hottie they’re dating is of age too, though women folks seem more likely to prey in their own classrooms these days, so they know his age and therefore can’t use that excuse . . .)

It was about 5 am when I wrote that. Maybe I didn’t make it clear that I still believe that Glendol should be punished, but the duration of that punishment should (**in my opinion**) be determined in light of the details of the crime.

I wish there was a book – a Big Book o’ Sentences – where judges/juries could look up (for example): “Minor, Sex with,” then subsection “Age of Victim” and cross reference “Previous Offenses” the combine column A and row B on the “Consensual vs. Non-Consensual” page, then take the number of years in the box and add on the “Impregnation Caveat (Live Birth)” number to arrive at a sentence – which would be the same sentence that everyone else committing the same crime would receive. There might need to be a plea bargain caveat (and too much of that crap would put us back at square one) but at least that way (again in my opinion), punishments for crimes would fit better.

I guess that’s why I’m going into the field though – so I can try and make things better rather than just being mad that they aren’t.

      • Max The Cat says:

Thanks for explaining your point of view so eloquently Mia. I worded the question and answer carefully, because I anticipated why someone would think I was being harsh with the DA, or perhaps there were facts I couldn’t get my hand on. It was very, very difficult to find out anything about his case other than the few paragraphs written in the newspapers. I had to figure some things out from the facts I had at hand, and I could have used faulty logic. But I gave this story alot of thought, and although I’m comfortable in my conclusions I’m still conflicted about the outcome of the case and who deserves the lion’s share of the blame besides Glendol Bush. It was just going to be a story on Bush at first, but I had this sudden inspiration to turn it on its ass and write up Homar instead. What I really wanted to do was to get everyone talking – we have some sharp minds on this board and hopefully we can make some sense of this whole mess.

        • Mia says:

Max, your write-ups are very good – yet another of the non-admin writers whose work intrigued me enough to get me commenting rather than just lurking. I think it’s fantastic that you *did* turn the story on its head. Law enforcement (the field I’m majoring in, LOL) is rarely as black-and-white as the popular media would have us believe. I think that as a society, a quick verdict (especially if it’s in keeping with the popular perception of who deserves the blame) makes us feel better, safer. It makes things seem less murky than they sometimes are.

Your article here is a good reminder that it’s not always – or that it’s even rarely – cut and dried. Now I’m certainly not one of those “widdle maniac had hims a hard childhood” types – some crimes are unforgivable. But I think that it’s important to step back and to get a clearer picture of the crime and the process that goes into motion on account of that crime.

In my opinion, you did that with this article. It was obvious that you’d done your research. It’s just a difficult question and a lot of different perspectives come into play. That’s the beauty of this site; we learn more from people who are different than us than from people who are the same.

A little tangential, but it revolves back around to my point – thank you for writing the article like this.

          • Max The Cat says:

Wow Mia, that might be the nicest thing anyone’s said about one of my stories since I started writing for PYSIH. And you nailed it too, both what I was trying to accomplish and the preparation I go through before I even put a word on the screen. I do a lot of research, if only because I’m naturally nosy and a fast reader. Sometimes I struggle to get my point across, partly because I think my vocab is limited, and it’s cool to know that I managed to pull it off with at least one article.

Once again, I have to ask, why aren’t you writing for us? I’m going to contact you by email soon, and you better have a good excuse *laugh*

I hope that somebody is gonna pay child support, because as a taxpayer there are more worthy people – like poor Sharon Jasper – she needs a plasma TV!

    5. Kenny says:

I always give my reasons for voting no…so my reason here is…I agree with Mia. Thanks for saying it so clearly so I didn’t have to type all that.
For thos of you whop like to vote no? See what I did there? We voted no then explained ourselves. Not so hard, is it?

    6. Tress says:

Good story, it’s really got me thinking. First, I with Mia. She said everything I wanted to say on that part. Second, his sentence kinda pisses me off. Not because I think having sex with a child isn’t at all hellworthy, or worthy of 40-130 years in jail, but because other people who are murdering and abusing children are getting so much less time. (The Merrifields for instance) I know they are in no way connected to this story, but right now, that’s why I’m pissed. This 15 year old girl is still alive and breathing and her abuser gets 40 years in jail. Some BABIES that are BURRIED don’t see that much justice. It makes me sad and pissed off at the same time. I’m not saying that what Glendol Bush did was right, by any means and even IF the sex WAS consensual, he still shouldn’t have done it. AND I’m not saying that the girl doesn’t deserve justice, IF THE SEX WASN’T CONSENSUAL, if she was in fact forced to have sex with him over 100 times, she should be allowed to watch him burn. But like Mia said, we need more details about their relationship.

    7. Lena says:

Dammit, I’m gonna have to be quicker! Then I can say it first, and not just agree with Mia:-) I just want to believe that he wasn’t holding her down raping her for that whole time and got off lightly. That it was more of a consensual (but still VERY wrong and illegal) relationship. So yeah, I would need more details that (hopefully) Scott Homar had. However, if Bush was raping the victim the whole time an Homar cut him a deal, send that bastard to HELL!

      • Max The Cat says:

Yeah Lena, I see what you’re saying, but at the age of 13 and 14 a girl hasn’t developed the brainpower to make an informed decision. There’s just no such thing as consensual sex with a girl that young. That’s the flaw (and I think it a big one) in your argument, at least IMHO. Look at it this way, if a 13 year old is too young to sign something as mundane (in comparison) as a contract with Glendol, how could she possibly be ready to make a decision about having sex with this man who is 30 years older than she is?

    8. Lena says:

Yea-Max, I see your point. Maybe, I was thinking back to some of the girls I knew in middle school. I could definitley see some of them in this situation. Those bitches didn’t act 13-14 or look like it:-) However they weren’t the smartest or very emotionally stable. Glendol Bush- ugh! Just sounds like a dirty old man name! Gross!

    9. Lena says:

Now I remember what i was thinking of, the whole Alisha Dean case. That kind of altered my views a bit on “consensual” sex with 13-year-old girls and what kind of decisions they make. Then again, the guys in jail for sleeping with her aren’t near as old as Mr. Bush here. They were 21 and 24.

      • Max The Cat says:

Ah yes, Alisha. I remember her too. That is one one of control little chiquita. She had that MySpace page listing her as 19, adult, and loaded it up with pictures just short of the stuff you find on Playboy. And her folks had zero control over her, but didn’t mind ruining the lives of those 2 dudes (who reportedly broke off the relationship as soon as they found out she was 13). Yeah, she could be an exception, but I wonder about he state of this kid’s mental health. There’s usually a reason behind behavior like this. Abused and molested kids tend to act out like this. On the other hand, girls who develop early like Alisha also do when the find out how much power their body gives them over men.

        • Karen says:

I’ve been seeing the speculations on the subject of the young girls who portray themselves as older. I’m sure we’ve each known or have seen examples. I’m still not convinced that there aren’t give-aways to the actual age of said girls. ie. extreme imaturity, no real knowledge of world and current events, stuff like that, that someone older may possess. Please work with me here, I’m trying to find a way to say that I don’t think that a responsible adult would have a hard time guessing age. I’m also saying that since Glendol Bush was in a “position of authority” there is no way on earth that anyone can convince me that any “relationship” between the two that resulted in sexual contact should be taken into consideration.

I also agree and sympathize with the anger and dissappointment that Tress has with seemingly more lenient sentences so often in horrendous crimes. That’s why I was asking in my first comment about settling, for less, in current sentencing practices.
God help us, these DA’s are voted into office.

          • The Danger Zone says:

There is a huge give away as to the age of any person…. It’s called sitting for a moment and talking to them, then pay attention to the speech patters of the individual. Come on, there is no way a 14 year old is going to follow the same speech pattern of a 20 year old for example, they simply can not do it for any extended period of time… The law is clear, we have to ensure the person we are attepting to bed is legally old enough, if not then we need to move on. This means checking hormones at the door and actually getting to know a person before you sleep with them, after all, why would you want to sleep with a person if you had no idea of who they are?

    10. Lena says:

I thought she may have been sexually abused in her past. But after doing the same thing to TWO different guys, I am leaning more toward her knowing the power of her “womanly curves”. If sexual abuse is in her past it is a shame that the person responsible is not being punished for it. Instead it is the two men who Alisha, in a sense, victimized herself.

    11. diana says:

Oh, gosh this is a hard one. I hate plea bargains. They are used so often when a much harsher penalty could have been obtained… But sometimes, you gotta do it- the drunk driver that killed my brother probably wouldn’t have seen five years if we didn’t get him to agree to a plea. In Texas, drunk drivers don’t often do much time. We didn’t want to risk him not doing any time, and the DA offered him a plea of 14 years- which he took. This case though, it sounds like they had him nailed to the wall- what was the reason for the plea bargain? I don’t care if the girl was screaming “do me” at the guy, there is no excuse, ever, for agrown man to have a sexual relationship with a child. I wouldn’t have felt bad if he’d gotten life. I would continue to be angry at the child abusers, baby rapers and torture killers that do 7 years and get to go home, though. Those people should be getting life, too. What the hell?!

    12. Kathy says:

I agree with Mia and Tress–it maddens me that people who torture and kill children or allow it to happen in front of them get a few years to maybe a decade in jail while a man who had presumably consensual sex with a minor should be possibly given 130 years. I know about the age of consent and the poor judgment of a 13 year-old–but if she wasn’t raped (held down, threatened, and forced against her will), then I don’t think Bush should get a worse jail sentence than many of the POS’s featured on this site. I think a more appropriate sentence for Bush would be: 1) He should be registered as a sex offender 2) He should have to be on house arrest for the rest of his life and wear an ankle bracelet that tracks his where-abouts 3) He should have to work full-time and pay alimony, child support, and for therapy and medical treatment for this girl. 4) For community service, he should have to give talks to middle school children on a regular basis about respecting their bodies and how not to allow themselves to be victimized by scum bags such as himself 5) Any further inappropriate behavior with young girls should result in immediate castration.

    13. Amy says:

This pedophile targeted a young girl. Now whether or not she thought she was in love with him is not the issue. She was underage and therefore unable to give consent. He would have known this and still proceded to have sex with her. He took his chances and ya know the saying, if ya do the crime, ya do the time.
Now he gets this piss weak sentence. I do however take some joy in the fact that he is now 44 and in 40 years his penis will probably not work without help from viagra.
But jut say he does get out in 40 years and gets his viagra and still has a panchant for young girls? And he targets another one? We have another child raped or molested and it could have been prevented with the longer sentence. Im not sure id send the District Attorney to hell, but im sure the parents of Bush’s future victims happily would.

      • Amy says:

Oh, i just re read the post and noted that Bush will be out in 15 years. That makes it worse. Now i think i will send the Distrct Attorney to hell. He has enabled, (by giving such a light sentence,) Bush to continue his pedophile behaviour.

    14. Miwist says:

Did the District Attorney use the plea to save the taxpayers the expense of trial. I know it was a slam dunk, but still, the cost could be enormous and given some circumstances, this may have been the safest and easiest way to get the guy off the streets.
I’m not saying I agree with the decision – I’m just trusting there was some legitamite justification for the deal.

      • The Danger Zone says:

Miwist how does out in 15 and no further responsibility possibly make this a good deal? The prosecutor did not get this guy off the streets… He just released him onto an unsuspecting public in the future… Sort of like when I put my ‘64 Impala in the garage each fall… It’s not off the streets, the streets are just temporarily safer until I get it back out in the spring….

      • Max The Cat says:

I read dozens of articles on this shithead, even the comments that people left, and no one mentioned he was her stepfather. It certainly fits with the “sexual assault using a position of authority” charge. Can I ask how you know this?

        • Amy says:

He was fucking his step-daughter??? Jesus. Some men are such fuckheads.
I have two daughters and three sons and they have a step-dad. And while i love and trust my husband, things like this still cause me to worry.
I think i chose wisely when i married last year and i know my hubby really well…but you never really know anyone.
Where was the girls mum when all this was going on?
iIagree that mums and dads SHOULDNT have to worry about stuff like this. We shouldnt…but we have to. Predators really are everywhere and even your best buddy, or husband or uncle or school teacher could be one.
