Being mayor of a city can carry some advantages. You get a city credit card for purchases, a parking permit to park for free in all city garages, the ability to fire people at will and protect your friends, and you get personal computers fixed by an outside company you outsourced all the city work to after you fired the city’s IT employees. Not to mention the free car and keys to city hall, private restroom and the celebrity like status.. In fact, being Mayor Gary Edward Becker for the City of Racine, Wisconsin even gives you the power to pay $6,000.00 for a mural of a fat mermaid. For Mayor Gary Edward Becker, the city of Racine Wisconsin was his city, and he was the King of Racine Wisconsin, feeling completely invincible. Just remember Mayor Gary Edward Becker, politics is dirty and you never know who is looking over your shoulder, or on your hard drive.
In 2007 Mayor Gary Edward Becker had a little issue with his personal computer, so he got a hold of the Racine, Wisconsin IT contractor to clean it up. Paul Burdick was the professional on duty who took care of the Mayor’s personal home computer, made a CD of the hard drive and suggested to the Mayor that he clean his hard drive as he gave the computer back. Wouldn’t it be nice to know what was on that computer’s hard drive that needed to be cleaned off, especially after an IT guy makes a copy of it on a CD and then hides it?
We fast forward to July 23rd, 2008, the day Sandi Tingle walked into Mayor Gary Edward Becker’s office to file a complaint with her boss that the Racine City Administrator, Benjamin Hughes, was sexually harassing her and she was filing a formal complaint. Now, we all know that when a government employee files a complaint of sexual harassment, and that employee is your personal secretary, the proper thing for a mayor to do is fire her. So, that’s what Mayor Gary Edward Becker did, terminating her employment immediately. After all, an investigation would of taken up valuable city resources and the Mayor’s time which could be better utilized chatting online as m_reed. What? Yes, over 1800 chat conversations were found.
We now fast forward to December 23rd, 2008 and get the opportunity to meet the individual, Michael Federer, who stood up and demonstrated that there are honest men in Racine, and Mayor Gary Edward Becker was responsible for hiring them. About 6 months earlier, Mayor Becker infuriated many city employees by shutting down the city’s IT Department and outsourcing the work to Management Information Systems, in an effort to save the city money.
Wonder if he really saw how much money he would save the city, specifically in the form of future lawsuits.
Mayor Gary Edward Becker contacted Michael Federer for the purpose of having him work on his home computer again, against city policy. Michael Federer agreed to break the law with Mayor Gary Edward Becker and work on his computer for him, while billing it to the city. There was a difference between Michael Federer & Paul Burlick in how they completed their jobs though.
Michael Federer noticed the pictures of what appeared to be underaged girls and contact the Racine City Police Department who in turn reviewed the pictures and then contacted the Wisconsin Division of Criminal Investigation who then took over the case. They also took possession of a copy of Becker’s hard drive and his original hard drive which Michael Federer had replaced with a clone in Mayor Becker’s personal computer. Upon examining the hard drive they determined he was using a !Yahoo Messenger account by the name of m_reed and set up a female account by the name of hope_ulikeme14 to start conversations with Mayor Gary Edward Becker.
At this point I must venture off the path this is leading, as I am going to make the full chat conversation between Becker and the Wisconsin Division of Criminal Investigation’s agent available to you, but I must refrain from typing it into these pages. All in all, on January 12th Mayor Gary Edward Becker made his final mistake as Mayor of Racine, Wisconsin, as he ventured into a chat conversation with an agent he thought was a 14 year old girl, in the 8th grade. In this conversation he arranged to meet up with her, take her shopping and then to a hotel. It is truly a graphic display of his intentions with no question as to what he wanted to do with this young lady, we’ll just let you know the shopping trip was to Victoria’s Secrets.
On January 13th Mayor Gary Edward Becker traveled to Brookfield Square Mall to meet hope_ulikeme14 for his little tryst and was instead confronted with agents who showed him transcripts of his conversation and placed him under arrest.
But the story does not end here. He was bailed out of jail on $165,000 bond by his sister-in-law, Jean Becker, shortly after the arrest and his smirking during his mugshot photo. This was followed up by his resigning as Mayor of Racine, Wisconsin, at the same exact moment his wife (who we shall not name here) filed for divorce.
Mayor Gary Edward Becker enjoyed abusing his powers as Mayor, he fired a personal assistant, Sandi Tingle, who did nothing but stand up for herself, he enabled Benjamin Hughes to continue to sexually harass the women who devoted their lives to working for the City of Racine, he spent taxpayers money on his own personal items and he felt he was above the law as he attempted to seduce a 14 year old girl and had countless other chats with other underage girls on the Internet.
Mayor Gary Edward Becker then had the guts to smirk at the camera as he had his mugshot taken and was booked into jail.
It’s time we send a personal message to the City of Racine Wisconsin that we as a society do not want to see Gary Edward Becker ever walking the streets anywhere in the world. Not today, not tomorrow, not in 50 years.
Furthermore, we need to let the City of Racine know that Sandi Tingle deserves her job back and Benjamin Hughes needs to leave. This has gone on for far to long and it is time for society to correct the damage these 2 mobster wannabes have inflicted upon the fine city of Racine, Wisconsin.

Apparently, Sandra Tingle’s discrimination complaint against the City of Racine has been dismissed by The Wisconsin Department of Workforce Development Equal Rights Division, but Tingle’s attorney said she will appeal.
“(Tingle) was terminated due to her disregard for Mr. Hughes’ directions about answering phone calls, her abuse of sick leave and her spreading of gossip,” the initial determination states.
From what I could gather, the state’s investigator did not find probable cause that the City of Racine violated the Wisconsin Fair Employment Law by permitting sexual harassment, but the investigator did say a few things were a little “unclear”.
Tingle alleged that Hughes sat uncomfortably close to her at Henry & Wanda’s bar and talked about personal matters, particularly that he was seeking someone to date, Tingle’s complaint said.
The investigator said it was not clear if Hughes harassed Tingle at Henry and Wanda’s bar or if the alleged harassment would have been protected under the Wisconsin Fair Employment Law.
The investigator also said it is unclear if Hughes overstepped his supervisory role when he disciplined Tingle, according to the investigator’s explanation.
Tingle claimed that Hughes had no supervisory control over her and his work standards were determined based upon the social attention she gave him, according to Tingle’s complaint (See link to Tingle’s complaint at top of update).

July 16 – Tingle sends a letter to the city attorney alleging a sexually hostile working environment.

Aug. 1 – Tingle’s attorney files a discrimination complaint with the state.
Oct. 3 – The city’s attorney sends a response to the state claiming there was no discrimination.
Nov. 26 – The Wisconsin Department of Workforce Development Equal Rights Division dismisses the complaint.

Its like the whole damn council was in on it. Thank god the police chief had the sense to file a request for Becker to resign. I have to wonder though, throughout all of this, Becker was so slick talking to what he thought was a kid – do you really think this was his first time? He was so actively and nonchalantly pursuing this child, did he meet with others? Or try?
I’m concerned that this has probably gone on far longer than anyone knows except perhaps Mr Becker himself and whatever victims who haven’t come forward… And… who else withing the council itself, may have covered his ass in the past?

If you look closely at the divorce papers, you’ll see that he has 2 children with his now estranged wife, one of which is still a minor. I’m really curious as to what was on that CD that Paul Burdick the first IT guy made when he fixed the computer back in 2007. We know he had over 1800 chat conversations of a sexual nature with females, many who appear to be minors… I’m sure this is just the tip of the iceberg when it comes to this freak….

Seriously, my ex sister in law works in the grant department of the NEA and they dole out money for this kind of trash all the time. AND – they pretend that they can see all kinds of deep symbolism in the garbage. About 1/3 of the artists are fucking crazy loons, 1/3 are snobby fakers, and the remaining 1/3 are scammers. And our tax dollars keep paying these people to produce this crap – the uglier and more messed up the better.
Dunno if anyone else bothered, but I read about four pages of the chat conversation before the spelling and grammar (and sick, sick fuckery) depressed me too much to continue. It’s creepy as hell that he has the online patois down pat. But I guess that after 1800 text conversations, you’d be able to ape a teenie tone quite well. (Good for not scaring off that jailbait.)
The most amazing thing about the conversation was the agent impersonating the girl – how did he or she do it without getting sick? Without flaring up? That’s a level of dedication and professionalism that just astounds me – it’s like going undercover in Pervertopia.

I totally agree – the agent was really good. I know when I read it I kept forgetting that “she” wasn’t real – although the thought that “she” could easily be a real kid is very sad.
Finally read the chat…didn’t get far. That guy is fuckin gross. I agree the agent was great, I got pissed and stopped reading because I forgot that it was not actually a child.
I just read some of the transcript and i gotta say, it scares the hell outta me. I mean, as a mum i think i keep a pretty good eye on what my kids are up to on the net. I have internet filters and our computer is in full veiw of me most of the time. I have a rule that if i walk past and they minimize the screen, then they have to get off the computer immediately and are grounded from computer use for a week. I think that if they are doing something on the net that they are too ashamed for me to see, then they shouldnt be using it at all. And its not that i go looking over their shoulders looking to intrude, but i want them to be open and honest, and if they cant do that then no computer.
And yet with all those rules in place, and im not the only parent out there that has them, pedophiles can still get through to them. I can moniter them here at home, but what about at friends houses? I just hope that i have done my job properly and taught them what is and is not acceptable. But its still scary.
If i ever caught a pedo like this pig Becker chatting to my kids, id go looking for blood. Not only is he a low life kiddie fucker, but he has terrible, terrible taste in ‘art’.
I have three girls (16, 15, 13, and a wee boy 2 1/2) and I felt the same sickness you did over this, the fear for the child and then the realization that it could as easily have been my own trusting rebellious girls. I can only monitor my youngest two kids, the older girls live with my exhub and every single day I live in terror that I’ll be getting a phone call about something like this.
You’re doing the best you can with what you have though mum, and remember – statistics do show that there are more decent people on the web than the bad kind – its just that we hear less about them because there isn’t any need to report on the good, so we only hear about the bad.

Its not a easy as it used to be when you could warn your kids not to get into cars with strangers…now most 10 yr olds have mobile phones and all kids, no matter what age have computer acsess. This guy is just slimey! I read the transcript, and it broke my heart. This was not this guys first time doing somehing like this. Hope he ges to jail for a long, long time. There is no way this was his first time… When JGrrl found the transcripts on this, I was so excited to have them I was going to post it all right with the story instead of a link, then I read them and realized there is no way I could do that, Damn the length the story would be. It would be nice to see the local prosecutor re-cuse himself in this case and allow a special prosecutor to take it on, as they already made it possible for him to make bail. I don’t see $165,000.00 as a reasonable bond amount knowing the massive amount of conversations they found on the computers and the amount of time he was doing this. It wasn’t just a one time incident, 1800 conversations and at least 2 years worth of this going on. I’m willing to bet that in the near future we’re going to have young girls coming forward that he did far more than what they’ve caught him at so far.

I am certain that Sandy Tingle will get her job back. Employers, including the government take this shit really seriously. Sexual Harassment violates civil rights and she is now entitled to sue both the employer (government office) and the individual who harassed her. Those who obstructed, such as Becker, are liable also. Once Sexual Harassment is reported to you as a Manager, you are liable and must report it so that an investigation can take place. You can’t fire someone for making a report. These people thought that they were above the law and it is good to know that they are learning that the ride is over. I am certain Tingle will go for the deeper pockets which are those of the government. She’s going to come up on $$$ and be just fine. Becker and Hughes are in some serious doo doo.

Mayor Chester the Molester wasted 6 grand on THAT!? Geez, if I was gonna rip off the tax payers I woulda bought a used truck, a bunch of liquor and a few hookers, ya know, bang for the buck. Not to defend Gary Edward Becker, but there are some significant errors in this article.
1. Sandi Tingle was fired before she filed the sexual harassment lawsuit.
2. Paul Burdick was a city employee, not a contractor. Burdick, who told the mayor he found one picture of child porn, was the only member of the city’s IT department not to have his job outsourced.
3. Federer was snooping on the mayor’s computer and found six pictures of naked women. None of the pictures were child porn. Federer turned the computer over, anyway.
4. A state investigation dismissed the sexual harassment allegations against Ben Hughes. Tingle is appealing, but so far has produced no evidence to support her claims.
Jacko, proof please. Everything that was dug up on this, and it was alot, showed:
1. Sandi Tingle was fired the day she filed a formal complaint. I find it hard to believe that the date on the paperwork for the complaint was forged.
2. Paul Burdick found the porn in 2007, according to the information found, IT work was outsourced in 2008. And whether it was 1 picture of child or porn or 1 million pictures of child porn makes no difference, it’s still illegal.
3. Becker turned the “Personal Home Computer” over to an MIS empoyee for repairs to be done on it. That employee transported it from “City Hall” wherre Ex-Mayor Becker had brought it to MIS and Federer was doing the repairs. I don’t care if Federer was snooping or not, the information on the computer was turned over to the Racine Wisconsin Police Department who in turn turned it over to the Wisconsin Division of Criminal Investigation and it was found to be illegal.
4. The Sandi Tingle case has a long ways to go before Benjamin Hughes is found innocent, something tells me that there is going to be a lot more coming forth on that case as time passes.
On this site we enjoy it when a story can be proven or disproven and that is done with facts, not just statements. If what your saying is true, then please, display the facts that we have not seen yet.
It looks like Jacko’s right about the Sandi Tingle stuff, TDZ. After I read his post, I went on a Google hunt and found out the case was dismissed (See my update to the story). She’s appealing, so we’ll have to see how that goes, and there’s always civil court, but even I’m beginning to wonder a little bit.
This doesn’t change anything so far as Becker is concerned…There is absolutely no evidence that anything Jacko claims about his case is true. So it’s up to him to show us some proof, and I’m not talking about an article from that rag they call the Racine Post. I’ve rarely come across a media outlet as biased as they are. They beat Fox News hand down, and are so in bed with Becker’s administration they could be the fitted sheet.
You are incorrect about the dates. The original harassment complaint was filed internally with the city while she was still employed.
After Sandi was fired she filed the complaint with the state.

Anyone who really knows Ben Hughes knows the guy’s a total whack job. He’s been sending emails to whoever will read them since he was fired, err, excuse me, officially he resigned but he was asked to resign or be fired.
The garbage he wrote up about any employees, Tingle included, is just that – garbage. Be careful with people like Hughes – just because someone can sit at a computer and type of complaints doesn’t make them so.
I happened to know Tingle on a purely professional basis and I can say firsthand she was an asset to City Hall and went out of her way for me to get the job done.
I also know enough about the case to know Tingle filed the complaint before she was fired, not after. The first complaint was internal. After she was fired it then went to the next level and was filed officially with the state. That’s why the dates seem out of whack, but Gary Becker did get his complaint while she was still employed. I know, I was there.
Oh, and as for Hughes, he also has that little problem on his record at his place of employment in Wrightstown with the female Police Chief. She also filed a sexual harrassment case against Hughes. Lucky for Hughes they settled it behind closed doors before it all blew up in the news.
I’m sorry, but this is one of those people that karma will strike down sooner or later. Look at OJ. I hope he was humiliated when this conversation surfaced, what a pig.
Max and Jacko – You are wrong about the dates on the Sandi stuff. She filed her first harassment complaint with the city while she was still working there. After they fired her she took it to the state.
The complaints put on her record were done so by Ben Hughes – the very person she filed her complaint against and are manufactured garbage.
The “State” only knows the information they are given. I suppose it’s hard for a single person to fight a Mayor, a City Administrator and all their attorneys. I’m sure it wasn’t an easy decision to make.
I do hope Nicole is right ad karma will strike Hughes eventually. Looks like it already got Becker.
