Raul and Cathy Sarinana
Ricky and Conrad Morales were brothers that were born into a family and system that practically guaranteed that they never stood a chance. They were born to a drug addicted mother who sold drugs to support her habit. Their young childhood was one that was filled with drug abusers, drug deals, violence, SWAT teams, Child Protective Services, extreme physical abuse and neglect. They and their siblings were in and out of protective custody by CPS constantly.
When their mother, Rosa Morales, was sentenced to prison on drug charges, she sent 13-year old Conrad to live with her brother, Raul, a convicted felon, and his lovely wife Cathy Sarinana (aren’t they a handsome couple) who were living in Randle, Washington at the time. 10-year old Ricky was sent to live with her mother. Ricky did not do well with Grandma, telling a trusted teacher, “my life is not worth living,” and writing “die Ricky, die” on his arm. The school, fearing that a 10-year old was suicidal (gee, ya think?) notified 
Child Protective Services, who had Ricky admitted to a psychiatric facility for treatment. He was placed under the supervision of social worker, Elia Godinez .
By this time, Rosa had been released from prison but was in no position to reclaim Ricky or Conrad. According to Rosa, the social worker told her, “Conrad seems to be doing fine in Washington, so why don’t you send Ricky to Washington, too? You’ve got one week to send him to Washington or I’m going back to court, and your kids are going back into foster care.’ “In hindsight, it would have been in the best interest of these children for the social worker to have done her job and sent the case back to family court. But instead, Ricky was sent to live with Uncle Raul and Aunt Cathy. Well gee willakers, if Grandma was bad do you think Uncle Raul was any better?
At first, things seemed to be going well with this newly created family. Raul reported to his family that both boys were excelling in school, getting good grades, making friends and playing on the local sports teams. He wove a tale that painted an idyllic life with the boys prospering and flourishing in their new home. But soon the family would learn that it had all been a monstrous lie.
Within a few months, neighbors, police, and the boys’ sister reported that both Conrad and Ricky were being physically and sexually abused. Even though Ricky was never enrolled in school, Conrad was. Classmates reported that Conrad started wearing make up to hid the bruises and complained about his uncle “hurting him.” After local police notified Washington Child Protective Services, they opened an investigation only to close the investigation and call the allegations unfounded. Life for these brothers continued as normal; a living hell.
When their mother, Rosa Morales, finally was ready to bring the boys’ home to California, Raul made excuses. He said he couldn’t afford the airfare. When the boys’ mother pressed the issue in October of 2005, Raul and Cathy reported that Conrad, had run away from home. They said that he had been acting out and had become a discipline problem both at home and at school. They awoke one morning to find Conrad had disappeared. Raul claimed that they were frantically searching for Conrad, but that it would be difficult because Conrad had run away with an older gay lover (remember folks, he’s 13-years old). He told the family that Cathy was so distraught he was sending her and their two young children (yikes, they breed) to live with her sister in Sacramento, California in October of 2005. But Raul vowed not to leave Washington without Conrad. But both Raul and Cathy told social services that Conrad had been sent to live with a different relative out of state. Again, social services closed the investigation.
Ricky and Conrad’s aunt, Berta Cervallos, went to the address that Raul had given in Sacramento on Christmas Eve, 2005 to visit with the boys. She discovered that Raul had given them a fake address. On Christmas morning, Ricky called the Cervallos home and begged to be allowed to return. The family began to make plans for Ricky to return home. Sadly, it would all be in vain. On the evening of December 25, 2005 when most children have played themselves out with their new toys and stuffed themselves with Christmas cookies and food, Ricky Morales lay dying in a closet. Not that Raul or Cathy could be bothered with a little thing like Ricky dying. No, they sat down with family and friends for a Christmas feast while Ricky died from massive internal injuries.
According to Raul Sarinana, it began simply enough – Ricky complained of not feeling well (after a severe beating) and refused to eat his dinner. Cathy was appalled and offended that Ricky would refuse her delectable cuisine. For punishment, Raul ordered Ricky to clean the apartment’s bathroom. It appears that Ricky was not working fast enough for Raul’s liking, so he kicked him. Ricky vomited and Raul kicked him again. Not satisfied, Raul kicked the 11-year old boy a third time. Then he dragged the boy into the bedroom and threw him in the feces strewn closet, where he repeatedly kicked and stomped the boy as Ricky tried to escape. Then he slammed the door and went to eat his Christmas dinner. He’s just Father Christmas isn’t he?
When Cathy went to check on Ricky hours later, she found him dead. Frightened, she called the police. Ricky was pronounced dead on December 25, 2005. On December 26, 2005, both she and Raul were brought in for questioning by Corona police. Raul admitted to disciplining Ricky, but never meant to hurt him. Right. Kicking, punching and stomping on an 11-year old boy is a common discipline practice. Both were promptly arrested.
The police were then notified that there was another brother, who just happened to be missing. They returned to the Sarinana home, and found the body of 13-year old Conrad. It had been stuffed inside of a trash can that was covered in plastic and duct tape then encased in concrete and stored on the carport of their Corona home. Raul admitted that Conrad died after a round of ‘discipline’ on or about August 22, 2005. After the family began to become suspicious, he told authorities that they came up with the story of the older gay lover to cover up the murder. When the family moved from Washington to California, they brought Conrad with them (sick fucks, ain’t they?). It was around this time that they began to think about the necessity of killing Ricky as he had witnessed the murder of his brother.
The autopsy of Ricky showed a history of severe abuse including old fractures, bruises, contusions and what appeared to be cigarette burns over his entire body. Riverside County deputy medical examiner Dr. Mark Fajardo, also found “multiple external traumatic injuries,” according to a pretrial brief filed by the prosecution. “Scars on Ricky’s body were consistent with being whipped with an electrical cord or similar instrument,” the brief states. “Ricky’s scrotum was damaged with a penetrating laceration (oh dear God), and his scrotal sac was severely damaged… There were multiple scars to Ricky’s scalp, primarily centered on the back of his head. He had a severe infection on the back of his legs. Finally, there were multiple circular injuries consistent with cigarette burns located throughout Ricky’s body that were determined to be at least several weeks, if not several months, old.”
Witnesses reported that they had seen both Raul and Cathy abuse Ricky. Cathy was reported to have treated Ricky as a personal slave ordering him to clean up after her and her children. Police and neighbors say the boys grew thin, while the Sarinanas and their two children showed no signs of undernourishment (duh, did you see the pictures of them). No autopsy reports were available for Conrad, but it is a safe bet that his body had the same evidence of abuse that Ricky’s had.
Both Raul and Cathy were charged with first-degree murder, and child endangerment with a special circumstance of inflicting torture in the death of Ricky. Cathy has claimed that she is suffered from “battered wife syndrome” and had no knowledge of mistreatment or abuse of either Ricky or Conrad. Though Raul has admitted to administering the beating that led to Ricky’s death, he claims that the death was unintentional and an accident. The jury did not buy their lame excuses. Both were convicted of first-degree murder and the jury recommended the death penalty. They will return to court in June 2009 to be formally sentenced. Washington is currently planning on charging both for the murder of Conrad.
The lives and deaths of Ricky and Conrad Morales is a sad commentary on the current state of Child Protective Services. Two states, California and Washington both failed to protect these children. Even after multiple complaints of abuse and neglect, time after time CPS failed to take appropriate action. The end result – two dead boys. Neither child should have been placed with the Sarinanas. Vanessa Gallardo, the boy’s sister constantly fought to gain custody of her brothers. She loved them and feared for their safety. But she was rebuffed by the system even though she has no criminal record, is a technical school graduate and gainfully employed. She has struggled to set an example for her siblings on how to lead a productive life. Now, she must live with the knowledge that her brothers were tortured and murdered by their own family. She said of the Sarinanas, “they deserve the death penalty. I still think they are getting off easy with the death penalty, the way my brothers were tortured for so long. But to me, they (the Sarinanas) aren’t even family. I don’t feel bad for them.”
I pray that both Ricky and Conrad have finally found the peace and love that they so desperately missed. May they rest in peace. I also pray that California brings back the gas chamber for these two pieces of trash. Lethal injection is too good for them. Put up the pictures of Ricky and Conrad in front of them so that the last thing they see are the smiling faces of the beautiful brothers that they robbed the world of, and let them be conscious in the end. I hope they rot in hell.

Ask that of the states of Washington and California. They have both recieved thier stimulus money and have yet to spend it all. In fact California has not only not spent over half the millions they recieved, but have gone on record stating they are saving it for next years budgeting. It should be going to improving schools and services they know need teh funding, such as CPS. There isn’t a single state that can’t afford to add some funding to CPS.

That is a disgusting story. But common. CPS in California doesn’t give a rat’s ass about kids. And TBH neither do the courts. I’ve dealt with both over the years, one as a child, and the other mainly as an adult. And while I can tell you some true horror stories about the situation I grew up in, it had NOTHING on the situation with the Sarinanas. Which is to say, I am truly not surprised that CPS dropped the ball so hard and so far. And will anyone get in trouble for it? NO! Of course not! You only need to look so far as CPS and the DV courts to see a load of bullshit big enough to fertilize a desert for 100 years.
As an adult I can point out several things off the top of my mind that both of those kids could have done to survive. But as a young teenager, it cannot be so easy to look at the long term and say, “If I go to the police station with my brother and show them all the wounds we have, my uncle will get arrested and I’ll get sent home”. I really think a young boy like that would really have an easy time telling a complete stranger how he got the penetration wounds to his genitals by a family member. The boys, however are not to be blamed for their demise…. that blame lies squarely on the human refuse that is their Uncle and his sperm depository, and with CPS who couldn’t pull their heads far enough out of their asses (yet again) to save a couple of lives.
california cps is a joke and should be taken over and reformed by the feds. obviously the state can’t handle their jobs.

The system SUCKS! So many agencies out there to help children and they still just fall through the cracks. Baby P, Brandon Muir, these two pour souls, I could go on for days. No one will take accountability, it is time to do away with these agencies who can’t or don’t do these children justice. They basically have no one. Sad, disgusting, horrendous BS!

When it boils down to it, people who have no business having children need to STOP. They should be forced to STOP if they refuse to do so, in my opinion. I dont care about their rights, who the hell is looking out for the rights of those children? CPS has proven that they are completely incapable of doing so. Something really needs to change before one more child dies like this.

Me and the hubby discussed this case earlier. He suggested that CPS have an “Opposite Day” every day. Think of the beauty in this: Every time they feel like ruining the lives of good parents with their BS, they should instead say “hmmm. Since I was going to take this kid away from their mom, maybe instead I should leave them here and go take away the kid that looked battered instead!!!”

The thought of those two georgous boys being put through so much just breaks my heart. Its just not good enough. CPS workers seem to shuffle a lot of paper work and do fuck all else. They are getting paid to pass the buck and avoid doing any work at all costs. If it was the Ministry of Defence there would have been a coronial inquirey into matters by now. In fact, if it was any other Gov agancy besides the one thats there to protect children, a lot of people would have been fired by now. Like i said before, its about time the Government made our children a priority.

I came across this site a few weeks back when i was searching the web about the Chrstopher Payne case and i have to give it much props. Is it just me, or are the people whose stories are posted on this site (because they abused/killed their kids) always fat and ugly? Since police profile (though they are loathe to admit to it) young black males, should they not start profiling fat, ugly people? Maybe “fat, ugly people who live in shitty houses/trailer homes?” That way when CPS investigates (laugh) all they have to do is look at the people and check a box beside “fat and ugly” and perhaps another beside “kids look beaten”. I mean, obviously these knobs working for these organizations need something really, really fucking simple. If one or both of those are checked, kids are removed from the home.
That could also be a condition upon which you get custody of the kids, or provide foster care:
“I’m sorry, we can’t leave the kids with you, because you are fat and ugly and live in a trailer home”.

There would be a significant fiscal cost to adding one new box on their form CPS0001999-01. An internal form committee from CPS
will be hand chosen and will get together every Monday for the next five months over donuts and coffee while they bullshit on our dime whether or not the box should be 8 font or 10 font. The new verbiage that will read “Fat/Ugly” will be held up for an additional two months as they engage in a serious debate over whether or not the word “Fat” should precede the word “Ugly”.
Seven months later, there you go. But wait, there’s more!
The form committee at CPS will then present their labor of love to their Administration team, who meets every Tuesday over a catered lunch. The form will not be approved for another three years because administration will decide to contract with an Industrial Psychologist, paying thousands upon thousands of dollars so that they can determine how long it should take one of their idiot ass employees to complete this new version, being that it has one new box and two new words. The form will eventually get the “green light” from Management.
But the form will not be used for another year because CPS will mandate that all existing staff complete 100 training hours on how to properly utilize the revised form prior to their releasing the form
to staff for regular use. When completing the training hours, coffee and donuts will be provided.
Rest assured that the staff will be thoroughly trained as to how to properly check the box which reads “Fat”, or the box which reads “Ugly”. Because of the complexity of material, know that
CPS is committed to offering its staff the most effective training modules as possible. It makes all the difference in the world, because you can clearly see that CPS’ staff is so well-trained and effective, right? LOL. Estimated cost of revising form CPS0001999-01 is at or about 2.2 million dollars once the process is fully complete.
Shoot, if they start now, everyone could be “up to speed” and on the “same page” as how to use this new, complicated form by the year 2020. And agents who miss the mandatory trainings because they feel that there is a legitimate emergency with respect to their
caseload will be reprimanded by their Management team because this training on CPS0001999-01 form revision should be on the top of their priority list. Because, you know, the kids can wait a while.

That was very well thought out and I believe it fully reflects the state of most administrative departments, to include CPS. Also it was very masterful, and earned very nearly a real life LOL from me.
My only issue with training California CPS to select a box called “Fat/Ugly” would be the difficulty in training across the board. For example, what is considered “Fat/Ugly” in California is an Arkansas “10″. You would also have to factor in, then this consideration by an additional instruction sheet, CPS0001999-01A. Instruction sheet CPS0001999-01A would include a per state weight guideline consideration as well as some sort of “ugliness” meter in respects to the varying attractiveness levels of that state’s particular inhabitants. Recent residents to the state will be graded on the scale of their official “State of Residence” for the period of one year, after which they will be expected to conform to the standards of their new states of resident. Special consideration will be of course given to members of the Armed Forces, but not their respective spouses or children.

Remember Richard Cooey? The Ohio Man who said he was too fat to be killed by lethal injection? He claimed his weight made the punishment inhumane–wonder if he considered the inhumanity of the punishment he chose for his victims.
I say if weight is an issue in death penalty cases; why not put them on a diet to get them to a place where the punishment wouldnt be so inhumane–they are in prison afterall; isn’t pretty much everything controlled?

Hello to one and all reading these stories. I’ve posted before under some other name I can’t remember right now, but I felt a need to post today. Reading this story, my heart broke for the two little boys in this story. Taken too young, tortured too much…not even prisoners of war have to endure that kind of abuse, and based on many of the P.O.W. cases brought to light over the past few years, that’s saying something. I too, have nothing but contempt for the outdated and seemingly randomly-run system that is CPS. I dated a woman a few years ago who had her kids removed from her home by these lowlifes (CPS) because she slammed a door in a doctor’s face. Yes, CPS chose to take her kids because she got UPSET with the doctor’s job of examining her kids, ladies and gentlemen. Promptly afterwards, CPS arrived at her door and told her she had no say in the matter and that her kids were coming with them. Now keep in mind this woman had a very loving and caring relationship with both her kids, and was doing great even without the fathers in the picture of either kids’ lives. The last I heard of the situation, she had to have supervised visits with them, and her social worker was a self serving bitch who talked down to her like she was three years old. Looking back on the situation, I thought that the situation and context that the children were taken in made a little sense at the time, but since then I have learned a lot more about CPS than I think I ever wanted to know. However, I’m glad I do know now, because now I can educate others about this evil…disease on our children that they have become. They let them die many times, and how many more have to be killed before a reform happens? And they wonder why no one cares about the government anymore….Just like POS like this live off of welfare and their laziness is the governments way. Too sad…

Just another example of a totally fucked up system. I went down to the shops one day, and my youngest daughter was still in her pj’s. She needed a visit to the doctors and a prescription filled and rather than get her changed while she was sick and grumpy i popped her dressing gown and slippers on her and took her as is. One of the old hags at the Chemist gave me a lecture about “dressing my daughter appropriately” in public and i told her to mind her own business. Three days later i had a CPS worker “pop in” to check on how i as coping. Nothing came of it as there was nothing wrong with me or my kids and that was obvious. I hate to say it Damien, but the animal kingdom is better than we are. They don’t kill each other for pleasure or thrills or drug deals gone bad. You don’t see lions going out in mass for a botched drive by shooting or Panda Bears blowing away convenience store clerks for the fun of it. Otters don’t get together to “jump” other otters into their private otter club. Sure, some of them eat their young, but they do not torture them. Human beings are capable of such beautiful things like literature, art, music but are also the most vicious, blood thirsty, predatory animals on the planet.
This story really touched my heart. You know there really are good CPS workers out there and I for one am glad that I had the pleasure of having one but I feel awful for all of the beautiful babies out there that didn’t get her. She cared about my feelings and took care of me. She allowed me to talk about how I was feeling and to feel loved and I wish that I could have given a little of that love to these boys so that they could have felt what it was like to have arms hug you instead of abuse you. I also could care less about what that woman is spewing because we all know that no 13 year old is going to stand still while someone beats him to death. Someone had to be holding him unless he would have fought back and got some licks of his own in. I feel true horror for the sister that would have done a much better job with her brothers.
I know there are SOME good ones out there, but they are few and far between. And even they are limited in what they can do to help because of all the red tape. The system need a TOTAL overhaul.

I know there would be a point, probably when we were forced to view autopsy photos or here medical examiner’s testimony, when I would just loose it, climb out of the jury box and assault the defendant(s). We did it for the sister and the boys who deserved justice and we didn’t want anyone elas to have to view those sick photo’s ever again. The family has suffer enough. This happen in 2005 and the sisters had been living in hell waiting for someone to give them some peace and justice for there brothers yes the family was messed up and the mother will have to live with the choices she has made.

I think that what gets me Alanna, is that so many people that scream about the rights of the condemned don’t acknowledge the crime that put them on the row. I hope their sister that was trying to gain custody of them sues the hell out of CPS. CPS stands for Can’t Protect Shit! CPS really failed these two boys over and over again! It always pisses me off when you hear about how someone was trying to gain custody of children that could have provided them with a safe and loving home, but CPS allowed them to remain in abusive environments. It’s heartwrenching to know that they could have been alive, happy, normal teen boys if they had been allowed to live with their sister. My condolences go out to the family. RIP Conrad & Ricky!!!

I agree with the death penalty here. And not to start a death penalty debate but if I could, respectfully, take some issue with Blondie and Alanna. It’s annoying when people assume why other people have certain feelings about the death penalty. There are many people who are uncomfortable with the fact that people have been exonerated from death row (not on technicalities, but actual innocent people). A minority, sure, but how can you fault a person for feeling uncomfortable with the possibility of a wrongful execution?
Second, there are various religions that tend to disfavor the death penalty. This is a religious belief, not a desire to deprive the victim of a voice.
I understand the frustration with people who seem so focused on the person who committed the crime that they forget about the victim. It frustrates me too and I can’t imagine how upset I would be if my loved one was killed and people were throwing out a host of excuses for their killer. Still, blanket assumptions are exactly the reason the conversation never evolves past the “yes i did”/”no you didn’t” arguing methods of 5 year olds.
I find it hard that people are placing the blame on CPS. I am a year away from graduating from college to become a social worker. It is extremely hard, with low pay, a very LARGE load of work and continual cuts of governmental funding, there are simply too many cases and not enough social workers. There are always employment ads for social workers because of how hard the job is and the day-to-day abuse cases. Routinely, people who work in CPS have to be moved every couple years to a different division because of the case load and mental strain. The blame should be on the persons who did this. It is very disheartening that I am dedicating my life and career choice to social work and so many people on this website despise the people who work for it. But trust me, from all my professors and students who want to become it we are dedicated, but it becomes draining.
I guess, try not to judge and hopefully the government will try to focus its spending and attention more on social services, so circumstances like this don’t happen ever again. Especially since innocent lives are in the threshold.
Much as I’d like to congratulate you, I have to say that I’m very sorry for your career choice. It seems that even though you have very good intentions, from what I have heard of the system, they will beat those intentions out of you until you become as soulless as many of them, or quit to find some other way to help children.

I read a Grand Jury report about CPS in Philadelphia (called DHS there). Apparently CPS is not as hard or as heavy a case load as people believe it is, and the employees are extremely well paid. According to the Grand Jury investigation, the majority of time spent by the employees is to complain about the job. They are excellent at drumming up public outrage at the lack of resources every time they screw up.
Read it for yourself (but warning – there are some disturbing pictures in the beginning of the file) Starting at about page 225, you can find out the truth about the agency and it’s functions. In that office, they sub all the real work out to agencies, and the caseworkers do little. The supervisors and directors do nothing. I am not trying to discourage you. I am hoping that if you understand what you are up against that you do not get disillusioned, but instead vow to CHANGE it. In this case CPS is to blame Ca. CPS for sending there with no follow up and Washington CPS for not following up on the calls they got from family in Ca. and even the ones they got from the sicko’s that killed these 2 boys. F.Y.I. the caseworker in Washinton is still on a leave for this case. I’m not saying they r all bad but in this case they drop the ball over and over again in both states

Although it has been a while since it was first written. I had to comment….I have never in my life advocated the death penalty as much as I do now. There were even times in my life where I was against the death penalty, so it surprises me how much I want these disgusting, waste of flesh monsters to suffer. The day they are executed I plan to celebrate. I only wish public stoning was still in practice.
